This is an old diss track aimed at 漢人.
The following made me laugh aloud. It insults his accent and pronunciation with double meanings. The first is how his accent is strange and not standard. The second is how his voice, vocabulary and delivery are subpar.

Notes
「台北到北京，都沒你這口音」is from the old saying「從南京到北京，買的沒有賣的精」
It works in multiple ways:
- Uses same rhyme scheme.
- Brings to mind someone being stupid.
- 「從南京到到北京」is a metaphor for “everywhere” the same as if I said “from London to Japan.”
- 台北 and 北京 are the capitals of both their respective countries and respective Mandarin prestige dialects.
- 南京 was the capital of China when the 國民黨 were the ruling party. 台北 is the capital of Taiwan, where the 國民黨 are the current ruling party.
漢人’s voice is, elsewhere, implied to not be manly. That’s my excuse for the tortured “what man’s protege” rhyme.
“Public-works worker” doesn’t translate. American English doesn’t have such a word. Australian English has “tradie” by way of Cockney. Regardless, the imagery is of a down and out day labourer, waiting by the side of the street, wasting his time and life.
大支 is the Taiwanese rapper. He’s also an unapologetic Taiwanese nationalist, often rapping in Taiwanese/台語. His Mandarin is appropriately thickly accented. Both the original Mandarin and English translation rhyme the Taiwanese pronunciation of his name.
Basically, AP漢人 both sucks at rapping and doesn’t sound like he’s from China or Taiwan.
And it’s hard to claim to “represent Taipei” from that position.
